NTDC invites applications for a Contractor to provide support and
supervision to Traveller programme staff and to direct staff work
plans in line with Key Performance Indicators and work plans agreed
between the HSE Traveller Health Unit & NTDC.
The NTDC Traveller Programme comprises of the following programme
elements.
* Primary Health Care Programmes in Roscrea & Thurles (six part time
Community Health Workers)
* North Tipperary Family Support Programme (1 Family Support Worker)
* Traveller Advocacy Programme ( 1 part time Project Worker )
This Contact for Services will be for a six-month period. It is

TENDER SPECIFICATION
INTRODUCTION.
NorthTipperary Development Company (NTDC) is a not for profit,
community focused local development organisation, providing a wide
range of services in North Tipperary. NTDC provides a nurturing
helping hand to people and communities to enhance their quality of
life through a range of supports.
NTDC prides itself in ensuring that the company infrastructure is
inclusive and welcoming to all people.
The purpose of NTDC is ?to act as a voluntary, non-profit making,
private limited company with a mission to promote social inclusion, to
promote economic development, increase employment and enterprise
opportunities and promote wider participation in voluntary activity
for the people of North Tipperary.
CONTEXT
NTDC delivers social inclusion and rural development programmes
throughout North Tipperary. Target groups for social inclusion include
unemployed, disadvantaged youth, lone parents, migrants, Travellers,
residents of local authority housing estates, elderly and
disadvantaged communities
The Traveller Programme Coordinator is responsible for the management
and development of the Traveller Programme including the Traveller
Primary Healthcare Project, the Traveller Family Support Project and
the Traveller Advocacy Project.
It is envisaged that a full time Project Coordinator will be employed
by the Company at the end of this Contract period. The purpose of the
Contact for Services is to bridge the period and provide programme
support until this employment position is filled.
PROJECT BRIEF
* To be responsible for the ongoing support, training, mentoring and
supervision of Traveller Community Health Workers, Family Support
Worker and Project Worker.
* Provide support to staff/teams to ensure that actions, materials
and resources are developed to facilitate the implementation of the
work programme agreed between NTDC and the HSE, and that same is in
line with HSE Traveller Health Priorities.
* Facilitate Staff and Teams in completing funder reporting
requirements and support staff with record keeping, and other
administrative procedures.
* To be responsible for the quality and reach of service provided by
staff.
* To manage and coordinate the team and organise and oversee regular
team meetings.
REPORTING TO
* Reports directly to the CEO of NTDC.
* Liaise through the CEO with the HSE Coordinator of Traveller
Health
* Attends, with the CEO, HSE review meetings in relation to funding
provided
BUDGET
* The Tender Proposal should outline a daily and half daily rate.
This rate should be inclusive of any expenses.
* VAT, where applicable, should be shown separately and must appear
on the proposal.
* The figures quoted must be the best and final offer for the award
of the contract.
